L anguage packs. Windows 10 Language Interface Packs. If issue persists, try to boot the computer in clean boot and disable security software temporarily and then try to add the language pack as there could be chance that some security software or some startup items is restricting it to get added.

Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. I tried a Clean Boot and then troubleshooting again, It said that something was fixed. I don’t remember what though. After that I tried installing the language pack again with security also turned off , Then it wouldn’t install again I have got the same issue on tablet..

I’ve uninstalled Trend Micro Antivirus, turned off the firewall, used a “clean boot”, used performance energy setting, used the Windows update repair tool says it fixes something each time used domain and local admin accounts When I try to click on the language it says “download” it starts the download for about 2 seconds then goes back to the download message. If I go into Advanced, I have the Windows update window it goes through the install process and asks for a reboot, but the change to installed state fails each time.

I am also using a display link docking station, this is a Dell XPS 13 laptop. This is the first PC I’m attempting to upgrade, if i can’t get server tools to work, I can’t upgrade other pcs! I was having the same problem and managed to solve it so i’m sharing the info. When i first got Windows 10 installed, i set my wi-fi connection as a “metered connection” so i could have more control over the time the PC would update.

Looks like it was this that was causing the problem. Once i set “metered connection” to OFF, the language and speech packs started downloading without a problem. You can deactivate the option just for the update, and the turn it back ON when you’re done with it.

You also need to keep your machine awake to prevent loosing the connection. I am trying my contacts in MS and will post back here with news.
